Tuition is spiraling out of control at Colorado’s colleges and universities. You know that firsthand if you’re in college or grad school or have a family member who is. You know what it’s like to be slammed by one tuition hike after another, never knowing from year to year if you’ll be able to continue your education. Maybe your college plans have been derailed already as a result.

Given our state’s budget crunch, the situation is likely to get even worse. Faced with hundreds of millions of dollars in cuts to balance the budget, the legislature is lowering funding for higher education yet again. That means colleges and universities are once more preparing large tuition increases—including on in-state families—to offset the funding hit.

The tuition spiral doesn’t only hurt students. It puts our entire state at risk. Colorado simply will not succeed in creating jobs in the global economy if our next generation is priced out of a higher education. We urgently need a way to shore up funding so we can invest in our future.

Now, there is a way. Legislation has just been introduced in the General Assembly to provide a reliable new funding source to higher education without raising taxes on Coloradans. The proposal would tap into the long-standing success of the Colorado Lottery—the same program whose proceeds have enhanced the quality of life in Colorado in many other ways.

Senate Bill 233 would create the Colorado Lottery Higher Education Fund, supported by a new Colorado Lottery game that would be played at two locations along the Front Range.

The new Colorado Lottery Higher Education Fund will go directly to our state’s college and universities to stem tuition increases, especially on in-state students, because of budget shortfalls.
